According to the provisions of Sections 237 and 237-A of the Philippine National Internal Revenue Code (NIRC) of 1997, as amended by the Philippine Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Law:
"It is mandated that within five (5) years from the effectivity of this Act and upon establishment of a system capable of storing and processing the required data, the Bureau of Internal Revenue (BIR) shall require taxpayers engaged in the export of goods and services, taxpayers engaged in e-commerce, and taxpayers under the jurisdiction of the Large Taxpayers Service to issue electronic receipts or sales or commercial invoices. Sales data on such electronic receipts or sales or commercial invoices shall be electronically reported to the BIR."
- Apply for EIS Certification on the BIR Portal
- Once account is approved, generate authentication key and digital signing key-pair
- Request for EIS sandbox account for testing
- Conduct API testing for Authentication API and Callback API
- Request for EIS Certificate
- Request for EIS PTT (Permit To Transmit)
Scope of Works
JSON Data Conversion
Convert the client CSV invoice file to BIR EIS JSON format - client will provide CSV TXT Excel data file - we will do the data fields mapping programming for the BIR required JSON format
BIR EIS Test Cases
Provide access to BIR EIS Sandbox - programming for Authentication API - programming for Callback API - implement encryption and Digital signature of e-invoice document JWS - API calls to transmit JSON data
Production Setup
Posting of data files based on schedule - separation of VAT, VAT Exempt, Zero Rated - posting of invoices with adjustments: sales cancellation , sales return and change in price
Permit to Transmit
The final step of applying for PTT will require the submission of the following documents: - Risk Disaster Management Plan - Software Features and Specifications - IT Systems Configuration Diagram - System, Data and Process Flow

The EIS Software can run in AWS Cloud server or in client provided cloud / internal server - regular Portswigger web vulnerability tests with remediation of issues - periodic update of Java and Tomcat software versions. - server uptime monitoring
